President Biden yesterday nominated Shailen Bhatt, former secretary of transportation in two different state governments (Colorado and Delaware), to be his long-awaited head of the Federal Highway Administration.
Running a state DOT or highway bureau is perhaps the most common job qualification for past FHWA Administrators, going all the way back to Frank DuPont in (also a former head of Delaware DOTs predecessor agency). That club later includes Bert Tallamy (New York), Rex Whitton (Missouri), Karl Bowers (South Carolina), Ray Barnhart (Texas), Tom Larson (Pennsylvania), Rodney Slater (Arkansas), Mary Peters (Arizona), and Victor Mendez (Arizona again).
The brev of FHWA Administrator has been vacant since the end of the Trump Administration. A full 18 months having lapsed since President Biden took office, it was beginning to look like the White House was never going to make a nomination to run FHWA, which has the highest budget of any of the U.S. Department of Transportation

Following the surprise news earlier this week that Shailen Bhatt was stepping down as FHWA Administrator, the transportation leader has announced he will be joining AtkinsRéalis in a new senior role.
Bhatt, who previously headed up two state DOTs – Delaware and Colorado – among other senior roles within the transportation industry, will now join AtkinsRéalis, which provides engineering, procurement, and construction (EPC) services to various industries.
His new position is senior vice president and chief operating officer for the United States, Latin America and the Minerals & Metals business.

DelDOT's Bhatt leaving for Colorado agency
Transportation Secretary Shailen Bhatt is leaving Delaware after 31/2 years to head the Colorado Department of Transportation, starting in mid-February.
"I want to wrap up a revenue package for DelDOT before then. That's the biggest challenge," Bhatt said. "I want to ensure the transition is as seamless as it can be, and that I leave the agency in a good place."
Gov. Jack Markell said Monday afternoon he's nominating Division of Motor Vehicles Director Jennifer Cohan to succeed Bhatt at the top of the 2,employee agency, pending her confirmation by the state Senate.
In recent years, Cohan managed nearly all of DelDOT's divisions during vacancies in senior posts, while still running the DMV.
"We have such great momentum in the department now, and we really want to keep that going," Cohan said.
